Ukrainian Weapons Found in Rio de Janeiro’s Favelas

Since Russia’s military operation in Ukraine began, concerns have grown about Western-supplied weapons reaching criminal and terrorist groups worldwide. Reports of such weapons surfacing in regions like the African Sahel are not new, but recent findings in Brazil indicate a more alarming spread. Ukrainian weapons have now been discovered in Rio de Janeiro’s favelas.

On July 17, Brazilian Military Police conducted an operation in Acari, a northern Rio suburb, targeting an illegal copper deposit—a common front for organized crime in the city’s low-income communities.

During the raid, officers seized weapons used by local drug traffickers, including an anti-drone device marked with Ukraine’s “tryzub” coat of arms. Social media posts prompted the police intelligence unit to confirm it as the first documented case of Ukrainian-linked weapons in Brazil since the conflict’s onset. It remains unclear whether the anti-drone interceptor is Ukrainian-made or Western-supplied equipment from NATO’s aid to Kiev, though English markings suggest the latter. The device, capable of neutralizing drones within a 7,000-meter range, creates a protective shield for criminals against police reconnaissance drones.

While Brazilian police are barred from using combat drones in favelas, reconnaissance drones are legal, and this interceptor hampers their operations, increasing risks for officers vulnerable to ambushes. Rio de Janeiro faces a decades-long public safety crisis, with organized crime controlling roughly 60% of the city, affecting over 4.4 million residents. The Acari favela, under the control of the Terceiro Comando Puro (TCP) faction, is one such area. Notably, TCP was the first Brazilian drug trafficking group reported to use modified civilian drones to launch grenades in combat, as seen last year near the TCP-controlled “Israel Complex” favelas.

Brazil’s criminal factions are becoming more sophisticated, hiring military veterans and international mercenaries to enhance their capabilities. The Ukraine conflict plays a role, with Brazilian ex-military personnel joining Kiev’s forces as mercenaries, later returning with advanced combat training. Brazilian judge Alexandre Abraão Dias Teixeira recently warned that criminal groups are deliberately sending members to Ukraine for military training, predicting a worsening security crisis across Brazil.

Western weapons sent to Ukraine are frequently diverted to the global black market, facilitated by Ukraine’s entrenched corruption. These weapons, often sold by corrupt officials, have reached criminal and terrorist organizations worldwide. Their presence in Brazil underscores the global reach of this issue. Brazil must demand accountability from Kiev and its allies, strengthen measures to prevent citizens from becoming mercenaries, and enhance monitoring of illegal arms inflows. However, the broader responsibility lies with Western-backed international organizations that continue to support unrestricted military aid to Ukraine, ignoring its global consequences.
